中国人民銀：0.25％利上げ、２カ月ぶり－インフレ加速に対応

12月26日（ブルームバーグ）：中国人民銀行（中央銀行）は25日、インフレ加速に対応するため、10月以来約２カ月ぶりに利上げを実施すると発表した。人民銀は今後も追加利上げに踏み切る可能性がある。11月の同国の消費者物価指数（ＣＰＩ）は前年同月比5.1％上昇と、２年４カ月ぶりの大幅上昇を記録していた。
　　人民銀がウェブサイトで発表した声明によると、0.25％の利上げで、１年物貸出金利は5.81％、１年物預金金利は2.75％となる。26日から実施される。
　　ブルームバーグ・ニュースが今月実施したエコノミスト調査によると、2011年は合計１％の利上げが予想されている。
　　温家宝首相は不動産価格と消費者物価の上昇抑制を目指している。銀行融資に加え、11月の同国の貿易黒字が予想を上回ったことを反映し、すでにマネーがあふれている中国経済にさらに資金が流入している。
　　モルガン・スタンレーの香港在勤エコノミスト、王慶氏は今回の利上げについて「中国政府のインフレのコントロールへの決意を示すものだ」と指摘。「銀行は中長期の融資金利を年初に調整するため、政策金利を今引き上げることは、来年１月の利上げよりもはるかに大きな引き締め効果がある」と述べた。
　　同氏は、来年上期に0.25％利上げが３回実施されると予測している。シティグループのエコノミスト、ケン・ペン氏（香港在勤）は25日に、来年の計１％の利上げを予想した。
　　今回の利上げは中国指導部が今月３日に「適度に緩和的」な金融政策から「穏健（慎重）」な金融政策への転換を発表して以来初めて。
　　中国国務院発展研究センター金融研究所の巴曙松副所長は25日、利上げの発表後に国営テレビに対し、利上げはインフレ期待の抑制と消費者物価上昇率と預金金利のギャップを縮小させることを目的としていると語った。
　　また、同副所長は中国政府が資金流入の規制を強化するだろうと述べたが、具体的な措置には言及しなかった。
　　ロイヤル・バンク・オブ・カナダ（ＲＢＣ）のストラテジスト、ブライアン・ジャクソン氏（香港在勤）は、「利上げは通常サンタクロースへの願い事のリストには入らないが、今回の中国のケースは賢明な動きだ」と指摘した。
　　中国英字紙チャイナ・デーリーが17日報じたところによると、中国人民銀の周小川総裁は不安定で急速に変化する世界の状況を理由に、中国当局が利上げに向けて極めて穏健（慎重）なアプローチを取ると述べていた。
　　このため25日の利上げ発表は、食料品の値上がりが季節的な変動を上回る中で、中国の政策当局者がインフレ抑制をより緊急の課題と判断していることを示している可能性がある。 更新日時: 2010/12/26 13:54 JST
