【5月8日 AFP】（5月9日 写真追加）欧州の高速鉄道ユーロスター（Eurostar）は前年11月、時速343キロを達成し、今やロンドン（London）-パリ（Paris）間は2時間15分で結ばれた。それに比べ、米国鉄道のスピードは、いまだに「カメ」並みだ。

　フランスの高速列車TGVも前年、時速574.8キロの世界最高記録を樹立。アジアでも、新幹線が走る日本、台湾、中国では時速320キロは当たり前。イランも、最高時速448キロの高速鉄道システムをドイツから購入することを検討している。

　ロンドン-パリ間とほぼ同距離のワシントンD.C.（Washington DC）とニューヨーク（New York）を結ぶ高速鉄道アセラ・エクスプレス（Acela Express）の平均時速は138キロ。最高速度でも時速240キロで、ユーロスターには遠く及ばない。

　アセラ・エクスプレスを運行するアムトラック（Amtrak）は、米国の鉄道が高速化できない理由を「カーブが多すぎるため」としている。

　昔から飛行機や自家用車が主要移動手段だった米国では、鉄道発展の余地は少なかった。19世紀には、鉄道網の整備とともに西部への人口大移動が展開されたものだが、そんな鉄道も今や「遺物化」しているのが実状だ。

　だが、ガソリン価格の高騰や空の旅の煩わしさに加え、環境への関心が高まってきた昨今、ようやく鉄道に熱い視線が注がれるようになった。課題は、やはりスピードアップだ。

　次期大統領候補と目される民主党のバラク・オバマ（Barack Obama）上院議員も、かつてこう言った。「高速鉄道がない先進国は、われわれだけだ」

小売統計とガソリンと日本と

ワシントン　１４日　ロイター］　米商務省が１４日発表した１１月の小売売上高統計は、総売上高が前月比０．８％増と市場予想の０．６％増を上回った。増加は５カ月連続。ホリデーシーズンが始まるなか衣料品などが好調だったほか、ガソリンスタンドの売り上げが増加した。

　前年同月比では７．７％増加した。

　１０月の小売売上高は１．２％増から１．７％増に上方修正された。

　ＲＢＣキャピタルマーケッツ（ニューヨーク）の首席米国エコノミスト、トム・ポルチェリ氏は「今回の（小売売上高）データに基づき、第４・四半期の個人消費支出見通しを引き上げた。２０１１年にかけて非常に期待できる」と述べた。

　統計発表後に米国債価格は下げ幅を拡大。ドルは対円で下げ幅を縮小した。

　自動車を除く売上高は前月比１．２％増と３月以来の大幅な伸びとなったほか、市場予想の０．６％増を上回った。前月は０．８％増だった。

　自動車・ガソリン・建設資材を除くコア売上高は０．９％増。前月は０．５％増だった。

　全体の内訳では衣料・装身具の売上高が２．７％増と、３月以来の大幅な伸びを示した。生活必需品以外の売り上げも増加し、スポーツ用品・趣味関連の売上高が２．３％増と、およそ１年ぶりの大幅な増加となった。

　ガソリンスタンドの売上高も４％増加し全体を押し上げた。一方、自動車・部品の売り上げは予想外に０．８％減少。建設資材・庭用設備の売り上げも前月の３．３％増から０．１％減と減少に転じた。

　電子製品・機器が０．６％減、家具・家財道具も０．５％減少した

ガソリン価格は、ほとんどが税金です。分かりやすくリッター１５０円で考えてみると、ガソリン税は５３．８円になります。その内訳は揮発油税約４８．６円、地方道路税５．２円、石油石炭税２円、そこに消費税が７．２円がさらにプラスされるので、つまりは２重の税金が課されているのです。

ガソリン税の中でもその大部分を占めている揮発油税が「暫定的に」制定されたのは、今から３０円以上前の１９７０年代のオイルショックの頃。そして、２００８年３月３１日にその期限は切れ、本来撤廃されれば揮発油税は、現在の半分になるのです。

しかし、政府の思惑として暫定税率の撤廃はなく、再び延長のされることが予想されます。もし撤廃すれば、多くの国民が願っているガソリン価格の引き下げに繋がるというのに、です。



このガソリン税の使い道は、軽油税と石油ガス税と併せて，道路財源として利用されています。しかし、小泉政権時にこの財源に余裕が出てきたとして、撤廃によるガソリン価格値下げを希望する声が多く上がりました。

ですが、政府としては撤廃期限の切れた春からは、このガソリン税を道路特定財源から一般財源にしてはどうか？という意見も出され、しばらくは暫定税率撤廃による、ガソリン価格の大幅な引き下げは行われない様子です。

灯油やガソリン価格の高騰は、ここ数ヶ月の間だけでなく、数年間で見ても、その上昇幅はなんと３０円近くにもなります。これだけ原油高による石油価格が上昇していても、運送業界は簡単には運賃に転嫁出来ないのです。

日本のガソリン価格が原油代よりも税金の比重の高いことが分かっていただけましたか？　ガソリン税の上に消費税がかかるという、２重課税だけでも問題が多いと言うのに、暫定税率の撤廃をすることなく、将来的には消費税が上がるかもしれません。さぁ、このやり方を皆さんはどのように考えますか？

［ニューヨーク　７日　ロイター］　７日の米株式市場で銀行大手シティグループ(C.N: 株価, 企業情報, レポート)の株価が３．８％上昇した。米財務省が前日、保有していた同行の普通株をすべて売却したことが好感された。
　ファースト・アメリカン・ファンズのシニア銀行アナリスト、アラン・ビラロン氏は「（シティは）頭痛の種からようやく解放された。素晴らしいことだ。政府が業務上の決定に影響力を行使するとの懸念がなくなった」と語った。
　インターアクティブ・ブローカーズ・グループのシニア市場アナリスト、アンドリュー・ウィルキンソン氏は「政府の保有が株価の重しとみられていた」と述べ、財務省の株式売却によりシティ株の上値に対し、楽観的な見方が強まっていると指摘した。

［東京　１４日　ロイター］　日銀は１４日、資産買入等基金による指数連動型上場投資信託（ＥＴＦ）と不動産投資信託（Ｊ─ＲＥＩＴ）の買い入れ準備が整ったため、１５日以降、市場の状況に応じて買い入れを行うと発表した。

　日銀が実施している包括的な金融緩和政策の柱である資産買入基金では、すでに国債や短期国債、社債、コマーシャルペーパー（ＣＰ）の買い入れを実施しており、ＥＴＦとＪ─ＲＥＩＴの買い入れ開始で、全ての対象資産の買い入れが実施されることになる。

　買い入れ限度額はＥＴＦが４５００億円程度、Ｊ─ＲＥＩＴが５００億円程度で、買い入れは住友信託銀行(8403.T: 株価, ニュース, レポート)に委託して行う。

　日銀では、実際に買い入れを実施した場合、約定日中に同行のホームページ上で約定額を公表する予定。
